The fifth Kautilya Economic Conclave brought together more than 200 policymakers, economists, academics, financial experts and international thought leaders in New Delhi from October 3 to 5 to discuss how India and the global economy can build resilience amid geopolitical shifts, technological disruption and recurring economic shocks.
Organised by the Institute of Economic Growth (IEG) in partnership with the Ministry of Finance, the three-day event was held under the theme “Resilience in an Age of Flux”. Participants included over 80 international delegates from around 30 countries.
Vice-President C. P. Radhakrishnan inaugurated the conclave on October 3, emphasising that economic resilience could not be separated from social resilience. He highlighted inclusion as a foundation for resilience and called for policymaking grounded in realities on the ground and responsive to changing circumstances.
Plenary sessions, interactive discussions and focused roundtables examined ways to sustain growth, openness and institutional credibility while responding to global uncertainty.
Finance and Corporate Affairs Minister Nirmala Sitharaman addressed a special plenary on “Resilience in an Age of Flux: India’s Economic Priorities”, with Amélie de Montchalin, President of France’s Cour des Comptes, participating as discussant.
The session explored how India could maintain growth, preserve macroeconomic stability and expand investment amid global fragmentation, technological disruption and recurrent shocks, while strengthening long-term economic resilience.
Discussions on central banking and financial stability examined the challenges facing monetary authorities in managing inflation, financial fragility and capital flows while maintaining institutional credibility.
Communications and Development of North Eastern Region Minister Jyotiraditya M. Scindia delivered a keynote address on “Connected India, Empowered Finance: Building Trusted Digital Infrastructure for the AI Economy”.
The session considered how digital infrastructure, artificial intelligence and new communication networks could improve productivity and support economic transformation while preserving trust and competition.
Culture and Tourism Minister Gajendra Singh Shekhawat addressed a session titled “Culture as Capital: From Heritage to Horizons”, exploring the role of cultural capital and heritage in economic development.
External Affairs Minister S. Jaishankar delivered the special concluding address at “India and the World: Adaptive by Design”. Moderated by N. K. Singh, President of IEG’s Board of Trustees, the session featured former Singapore Foreign Minister George Yeo as discussant.
It examined India’s strategic autonomy, partnerships and ability to respond flexibly to an increasingly contested and uncertain international environment.
The conclave’s wider agenda covered trade and supply chains, fiscal and structural reforms, financial markets, development finance, investment, technology and AI, employment and skills, demographic change, food systems, sustainability and climate finance.
Senior participants included Principal Secretary to the Prime Minister P. K. Mishra; Principal Secretary-2 to the Prime Minister and former Reserve Bank of India Governor Shaktikanta Das; RBI Governor Sanjay Malhotra; Economic Affairs Secretary Anuradha Thakur; and Chief Economic Adviser V. Anantha Nageswaran.
Other participants included Lord Nicholas Stern, Professor Michael Greenstone, former European Central Bank President Jean-Claude Trichet, and Indian and international economists, policymakers and business leaders.
Established in 2022, the conclave seeks to connect economic scholarship with policymaking and global experience. Earlier editions were held under the themes “Redefining the Future” in 2022, “Navigating a World on Fire” in 2023, “The Indian Era” in 2024 and “Seeking Prosperity in Turbulent Times” in 2025.
IEG Board of Governors Chairman Michael Debabrata Patra and Director Professor Sabyasachi Kar played key roles in guiding and organising this year’s event.
The deliberations highlighted the importance of sustained dialogue and evidence-based policymaking, with institutions, policies and partnerships capable of responding to uncertainty while supporting inclusive growth, investment, innovation and long-term development.
