Prime Minister Narendra Modi on Sunday inaugurated the Reserve Bank of India’s (RBI) newly established Data Centre and Cybersecurity Training Institute in Bhubaneswar, Odisha, describing the facilities as an important step towards strengthening India’s digital infrastructure and safeguarding its financial system against emerging cyber threats.
Invoking the blessings of Lord Jagannath, PM Modi said the inauguration marked a significant occasion for Odisha and the country. He congratulated the RBI and all those associated with establishing the two facilities.
Addressing the gathering, the Prime Minister said India’s governance model was driven by the principles of pro-people, proactive and good governance, with a focus on equitable development and ensuring that opportunities reach villages and smaller towns.
He highlighted the expansion of infrastructure, healthcare facilities and digital connectivity, saying that improving citizens’ lives and creating new opportunities had become central to governance.
Digital Banking Expands Financial Inclusion
PM Modi said India had witnessed a major transformation in financial inclusion, with digital banking connecting people across the country to round-the-clock banking services.
He noted that nearly 60 crore Jan Dhan accounts had been opened, enabling the direct transfer of government benefits to beneficiaries and helping eliminate leakages in the delivery of welfare assistance.
The Prime Minister also highlighted the role of the Pradhan Mantri Mudra Yojana, PM SVANidhi and PM Vishwakarma in expanding access to formal credit. He said small entrepreneurs, street vendors, traditional artisans and workers in the unorganised sector were now able to access loans without the need for conventional collateral.
According to PM Modi, around 13 crore people had become first-time entrepreneurs under the Mudra Yojana. He also highlighted financial assistance extended to Self-Help Groups representing 10 crore rural women.
He credited the RBI, commercial banks and banking employees for expanding access to financial services, including through the widespread adoption of RuPay cards.
Social Security Schemes Strengthen Financial Protection
The Prime Minister also underlined the contribution of social security schemes in extending financial protection to vulnerable sections of society.
He said the Atal Pension Yojana covered around nine crore citizens, including 38 lakh beneficiaries in Odisha.
PM Modi highlighted the Pradhan Mantri Suraksha Bima Yojana, which provides accident insurance, and the Pradhan Mantri Jeevan Jyoti Bima Yojana, which offers life insurance at affordable premiums.
He said insurance coverage and timely claim payments had helped families cope with financial difficulties, describing these initiatives as an example of good governance.
Cybersecurity Key to Protecting India’s Financial System
Emphasising the importance of the newly inaugurated facilities, PM Modi said the focus of the past decade had been on bringing the unbanked into the formal banking system, while the coming decade would concentrate on making banking more efficient, reliable and secure.
He warned that modern conflicts were no longer limited to conventional weapons, as cyberattacks could also target and weaken a country’s economy.
PM Modi said protecting India’s expanding financial system from cybercriminals and cyberterrorists was essential as the country strengthened its economic position. He underscored the need for modern computing infrastructure, advanced cybersecurity capabilities and specialised training to address emerging threats.
The new Data Centre and Cybersecurity Training Institute are expected to strengthen the RBI’s technological infrastructure and cybersecurity preparedness.
Odisha Emerging as a Growth Hub
PM Modi also highlighted the growing economic potential of eastern India, describing the region as an important driver of the vision of Viksit Bharat.
He said Odisha was expanding beyond its traditional mineral-based industries and developing new opportunities in semiconductors, electronics, data centres and advanced computing.
The Prime Minister expressed confidence that the emerging sectors would create fresh opportunities for the state’s youth and contribute to Odisha’s economic transformation.
He concluded by extending festive greetings and invoking the slogan “Jai Jagannath”.
