The Ministry of Labour and Employment on Monday launched ‘Shram Samvad’, a 90-day mega awareness campaign on the Labour Codes that will cover industrial clusters across 316 districts in all 36 States and Union Territories.
Union Minister for Labour and Employment and Youth Affairs and Sports Mansukh Mandaviya announced the campaign while addressing the National Conference on Industrial Relations and Labour & Awards 2026, organised by the Confederation of Indian Industry (CII) and Employers’ Federation of India (EFI) in New Delhi.
The conference was held on the theme “Reengineering Industrial Relations & Workplace Participation in the AI Age”.
‘Samvaad’ key to harmonious industrial relations: Mandaviya
Emphasising the importance of continuous dialogue and consultation among all stakeholders, Mandaviya said best practices should be shared and adopted to strengthen industrial relations and ensure that the interests of both industry and workers move forward together. “Wherever there is Samvaad, there is Samadhan,” he said.
The minister also called for greater collaboration between industry and labour stakeholders, stressing that harmonious industrial relations would be critical to navigating the changing world of work.
AI transforming workplace; youth need new-age skills
Addressing the gathering, Mandaviya said India’s labour and social security ecosystem must evolve in line with changing times and emerging economic realities, particularly amid rapid technological transformation.
Highlighting the vast opportunities created by Artificial Intelligence (AI), he stressed the need to equip India’s youth with new-age skills in AI, automation, robotics and other emerging technologies. He referred to Prime Minister Narendra Modi’s Independence Day address from the Red Fort in 2026, in which the Prime Minister announced that one crore youth would be trained in AI skills over the next one year.
Social security coverage rises to 68% of population
Mandaviya highlighted the significant expansion of India’s social security coverage over the past decade, saying it had increased from 19 per cent of the population in 2015 to 101 crore people, or 68 per cent of the population, at present, as recognised by the International Labour Organisation (ILO).
He called for moving beyond the conventional perception that pro-industry policies are necessarily anti-labour, or that policies favouring workers are against industry interests. Industry and workers, he said, must progress together as partners in nation-building.
7.8% GDP growth driving employment expansion
Highlighting India’s 7.8 per cent GDP growth, Mandaviya said comprehensive economic policies pursued by the government had enabled the country to maintain a robust growth trajectory.
He said strong economic growth in recent years had also been accompanied by rising employment opportunities, with every 1 per cent growth in the economy translating into 1.11 per cent employment growth during 2017–23, compared with just 0.008 per cent earlier.
The minister stressed the need for all stakeholders to work collectively towards the vision of Viksit Bharat 2047, with sustainable economic growth, expanded employment opportunities and a dignified workforce at its core.
Report on fixed-term employment launched
During the inaugural session, Mandaviya also launched the report titled “Employer’s Guide Under New Labour Codes Framework: Fixed-Term Employment in India”.
The conference was attended by CII Northern Region Chairman Puneet Kaura, CII National Committee on Industrial Relations & Labour Co-Chairman Harshavardhan Chitale, International Labour Organization (ILO) Deputy Director and Senior Advisor for Regional Partnership Development and Resource Mobilization Oktavianto Pasaribu, among other senior industry representatives and officials from the Ministry of Labour and Employment.
The conference provided a platform for industry and labour stakeholders to exchange perspectives on the future of work and industrial relations. Deliberations focused on the opportunities and challenges arising from technological transformation and the changing employment ecosystem.
