India has criticised factual inaccuracies in a UN Special Rapporteur’s report and asserted that human rights frameworks cannot provide refuge to perpetrators of terrorism or those promoting radicalisation and extremism.
Raghoo Puri, First Secretary at India’s Permanent Mission to the United Nations, made the remarks during an interactive dialogue at the UN General Assembly’s Third Committee with the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.
Puri said factual inaccuracies in reports by Special Rapporteurs were unacceptable. He questioned the report’s reference to the listing of the leader of “D-Company” for association with Al-Qaida, saying that, read in isolation, it presented a picture different from the reality.
He said Dawood Ibrahim had been wanted in India for terror attacks since 1993, a fact clearly recorded in the narrative summary explaining his listing under the UN Security Council’s 1267 sanctions mechanism.
Puri also said Ibrahim resided in the same country where Osama bin Laden was found and killed.
The Indian representative stressed that terrorism could never be justified and that human rights frameworks must not serve as a refuge for terrorists or those propagating radicalisation and extremism.
Responding to Pakistan’s statement, Puri dismissed it as propaganda aimed at securing narrow political gains for the country’s military, which he described as its “actual rulers”.
